Most likely you’ll find out that FEMA has taken control of the fuel supply and distribution. Same happened here in Mississippi during Katrina. The incident report that came out later said that it was done partially to control people from traveling and sightseeing and looting. Then they changed building codes so many people couldn’t rebuild on their property. Property scooped up by commercial land developers.Kind of like Hawaii without DEW.
